Obligation to communicate by electronic means

The eGovernment law imposes on public authorities an obligation to communicate electronically with other entities from 1 November 2016. Such a case, the transition of paper agenda to electronic agenda is an essential prerequisite for this change. The demands for electronic communication of public authorities are though different, particularly depending on whether this is communication with a citizen (G2C), with a business entity (G2B) or another public authority (G2G). How to make electronic communication effective? How to minimize the range of information required from citizens and business entities?

Obligation to use reference registers

The aim of the register containing addresses, legal entities and citizens is to provide up-to-date information and reference data on recorded subjects at every moment. By declaring these to be the reference, all public authorities are obliged to link these registers to their own data on recorded citizens or legal entities so that the reference information about these citizens and entities is automatically transferred from the reference register. How to implement such link effectively? How to use the advantage of integration to reference registers?

From high-quality data to electronic services

If the citizen or business are to be satisfied, the electronic public administration services must be effective and simple. Without up-to-date data, exact and reliable information this will not be possible. The state administration is performed by ministries and their subordinate authorities. In each department there are dozens of subjects operating their own information systems. The departments face the task to provide data sources collection and consolidation and consecutively open the data sources for mutual communication at G2G level. How to arrange this when the data must be consistent, exact and ready for a higher level of usage? How to overcome barriers in providing data among the departments? How to build integrated data sources for interdepartmental communication?

Need to make decisions based on dynamic analysis of consolidated data

The management needs to make decisions based on high-quality data and their analysis. This is also the case of the top state authorities. To set the policies and achieve the goals in the set departments’ priorities it must be based on high-quality and consolidated data from all relevant information sources. How to achieve synergies by consolidating data from different sources? How to prepare the data for reliable analysis applicable for management decisions?

Fields of our activity

Payment of benefits

We understand the process of benefits payment. We have developed systems supporting the entire process of benefits payment starting with submitting the request, through assessment of the claim and decision about the amount of the benefit, up to its payment, if relevant also re-payment and processing the returned payments. We have integrated the production systems for benefit payments into the eGovernment environment with the aim to improve the services offered to citizens. Thanks to these integrations, citizens can file the benefits using the Central Government Portal Slovensko.sk. It is also possible to follow the request processing state or to request a change in payment place (address or bank account). We have integrated the systems to reference registers of citizens, addresses or legal entities.

Social and legal protection of children

We are versed in the area of social and legal protection of children, we know the mediation processes of surrogate family care, consulting and psychological services as well as social guardianship of adult citizens.

Offering social services

We understand the process of registration of social services providers, and financial benefits payment for their activity. With this help, it is possible to consolidate the registers of social services providers administered by the higher territorial units on the central level of the Ministry of Labour, Social affairs and Family of the Slovak Republic. We have integrated the system to the modules of the Central Government Portal so the financial benefits requests can be filed electronically.

Data analysis and decision-making support

We have developed management extensions over production systems of our customers to support decision-making which offer pre-defined overviews as well as ad hoc data analysis. The results can be presented not only in the form of tables and graphs but also as map sources which significantly improves the user experience.

National administrative and national health registries

Each information system needs essential code lists, or basic and reference registries. The registries are to be filled with data, given the initial content and continuous updating. We have great experience in building large-scale domain registries, in doing so we consider the demanding and important phase of building them with the collection of consistent and reliable data from several data source providers. For the National Health Information Centre we have built two registries: National Registry of Heath Care Providers, National Registry of Health Workers and National Heath Registries, among which the National Cancer Registry can be considered the most important one.

Electronization of data collection and processing

We see ourselves as experts on the issue of territorial data collection and processing large amounts of data with complex structure, using various electronic channels. We have demonstrated our expertise in the field of public and health statistics as well as the social department. For example, in case of health statistical data collection from statements and reports from health care providers for the Nation Health Information Centre we were faced with a difficult task to create a flexible solution to support the maximal electronization of data collection and processing. The flexibility of a solution lies in the customer’s option to specify the extent, structure and frequency of collected data and where necessary to modify the collection parameters without the need of a programmer interfering in the solution.

Public health

For several years we have been dealing with the issue of public health processes. We perceive public health as a multidisciplinary department that should provide us a realistic picture of the level of health of our society. We have analysed the processes in the epidemiology field in detail and our professional activity resulted in the Epidemiological information system for regional public health authorities, which supports collection, processing and analysis of data on the extent of epidemiological diseases in Slovakia. We think that the time has come to look to other areas of public health and systematically process and examine heterogeneous data from different areas of life, with the aim to identify and monitor the factors influencing health based on medically demonstrable and verifiable facts from the environment, work environment, information on genetic predisposition, provided health care and the area of health protection and promotion.

Electronic services of cities and municipalities

We have participated in projects for electronization of municipalities services. We have implemented more than 50 electronic services for local authorities’ communication with citizens. Among the most complex ones are benefits requests in social area and reports on property tax liability occurrence, termination and change. We have also provided integration to the Registry of Natural Persons, Registry of Legal Entities and Registry of Addresses, as well as integration to electronic services of Cadastre Authority and Central Administration of Reference Data. The solution was integrated with the Central Government Portal Slovensko.sk.
